                        ORDER GRANTING PERMISSION TO
                               WITHDRAW APPEAL
                              
              On April 12, 2000, Elite Staffing Services of Arizona,
        Inc. (Petitioner), through counsel, filed an Appeal Petition
        with  this  Office  from a decision by  the  Small  Business
        Administration's   (SBA   or   Agency)   Acting    Associate
        Administrator for Small Disadvantaged Business Certification
        and   Eligibility  decertifying  Petitioner   as   a   Small
        Disadvantaged Business.
        
              On  April 25, 2000, the Administrative Judge issued  a
        Notice  and  Order,  which,  among  other  orders,  required
        Petitioner  and  SBA  to  file  briefs  on  the   issue   of
        jurisdiction  by  May  10,  2000.   On  May  10,  2000,  the
        Administrative  Judge  granted  the  Agency's   Motion   for
        Extension  of Time for filing jurisdictional briefs  to  May
        12, 2000.
        
               On  May  12,  2000,  Petitioner  filed  a  Notice  of
        Withdrawal, withdrawing its Appeal Petition.
        
             The   Administrative  Judge  GRANTS  the  request   and
        DISMISSES  the  Appeal Petition.  Matter of Gypsum  Systems,
        Inc., SBA No. SDBA-128 (2000).
             
             This  is  the  initial decision of the SBA.   Absent  a
        request  for  review, this decision will  become  the  SBA's
        final decision 30 days after the date of this decision.   13
