FOR IMMEDIATE RELEASE: August 19, 1988 FTC CHAIRMAN OLIVER NAMES DONALD S. CLARK SECRETARY OF THE FEDERAL TRADE COMMISSION Federal Trade Commission Chairman Daniel Oliver has appointed Donald S. Clark as Secretary of the FTC. Mr. Clark, 36, joined the Commission in 1977 as a staff attorney in the Bureau of Consumer Protection. From 1980 to 1983 he was a staff attorney in the Bureau of Competition where he prepared extensive legal and economic arguments for portions of the trial and appeal briefs in the General Foods case. In 1983 he became an attorney advisor to then-Commissioner George W. Douglas, where he helped Commissioner Douglas prepare his opinions for the Commission in ITT Continental Baking Co. and B.A.T. Industries, Ltd. In late 1985, Mr. Clark served briefly as a special assistant to former Chairman James C. Miller III until he left the Commission. Mr. Clark then stayed on as special assistant under Acting Chairman Terry Calvani handling a variety of investigative and adjudicative matters, until 1986. Mr. Clark left the Commission in 1986 to work as a staff attorney in the Appellate Section of the Antitrust Division at the Department of Justice, where he prepared drafts of amicus briefs for the Supreme Court and for the Fourth Circuit Court of Appeals. He rejoined the FTC in February 1987 as Assistant to the Director of the Bureau of Competition. In April 1987 he joined the office of Chairman Daniel Oliver as an attorney advisor. Mr. Clark received his M.A. and B.A. degrees in economics from Stanford University. He received his J.D. degree in 1977 from the University of California at Los Angeles. Mr. Clark published an article on horizontal restraints in 1983, which appeared in the Wisconsin Law Review.
