Wilson, Meteorologist Source Receptor Analysis Branch (MD-14) TO: Regional Modeling Contact, Regions I-X The attached memorandum to Region IV was not a normal Model Clearinghouse response since there was no incoming written request for review of a position. However, since the Clearing- house was involved in preparation of the memorandum and there are a couple of modeling related issues involved, we are treating it as a Clearinghouse response. The memorandum makes two points relative to modeling: 1. We are not compromising our position relative to the Guideline language on the use of on-site meteorological data. When at least 1 year of on-site data is available, these data should be used in preference to off-site data. 2. Under the new SIP processing reform (54 Federal Register 2214) all SIP actions that involve nonguideline models or devi- ations from modeling guidance are to be reviewed by Headquarters, with sign-off by the Administrator.
