Title:
Coastal Wetlands Planning, Protection and Restoration Act (CWPPRA) Authorizing Bill
Edition: Version 1

Description:
Abstract:
The Louisiana State Legislature created Coastal Wetlands Planning, Protection, and Restoration Act (CWPPRA) in order to conserve, restore, create and enhance Louisiana's coastal wetlands. The restoration plans developed persuant to these acts specifically require an evaluation of the effectiveness of each coastal wetlands restoration project in achieving long-term solutions to arresting coastal wetland loss. This data set consists of digital data describing the land/water classification for the Highway 384 Hydrologic Restoration CS-21 for the year 2002. This data is used by project managers at each site in order to get a general overview of land loss. This data can be compared to the same type of data from previous years to conduct trend analysis.
Purpose:
The intended use of this data set is to provide information to aid efforts in the conservation, restoration, creation and enhancement of Louisiana's coastal wetlands in order to aid in long-term solutions to these problems.

It is strongly recommended that this data is directly acquired from the distributor described above or from another USGS Biological Resources Division server and not indirectly through other sources which may have changed the data in some way. The distributor makes no claims as to the data's suitability for other purposes.
Use_Constraints:
Acknowledgement of the U.S. Geological Survey, National Wetlands Research Center as a data source would be appreciated in products developed from these data, and such acknowledgment as is standard for citation and legal practices for data source is expected by users of this data. Sharing new data layers developed directly from these data would also be appreciated by NWRC staff. Users should be aware that comparison with other data sets for the same area from other time periods may be inaccurate due to inconsistencies resulting from changes in mapping conventions, data collection, and computer processes over time. The distributor shall not be liable for improper or incorrect use of this data, based on the description of appropriate/inappropriate uses described in this metadata document. These data are not legal documents and are not to be used as such.

Data_Quality_Information:
Attribute_Accuracy:
Attribute_Accuracy_Report:
Using the Imagine software, two separate classifications are performed on the same image. 100 random pixels are tested from the two classifications. If the classifications do not match at least 80%, the values are recalculated and the test reperformed.
Quantitative_Attribute_Accuracy_Assessment:
Attribute_Accuracy_Value: 80% or greater
Attribute_Accuracy_Explanation:
The difference between two classification tests determine if the analysis is acceptable. Quality of the photography used, such as water reflection and sunglint, is a factor in the land to water analysis.
Logical_Consistency_Report:
All Land/Water Classification data had an accuracy assesment performed on them to ensure consistency of the GIS analyst or specialist executing the analysis.
Completeness_Report:
For all calculations and manipulations done in Imagine, the software manual was consulted. Standard Operating Procedures for all of the Land/Water Analysis were developed by GIS staff at the U.S. Geological Survey, National Wetlands Research Center.

Horizontal_Positional_Accuracy:

The horizontal positional accuracy is assumed to be correct because of the processes used for georeferencing the source data.

Process_Description:
Primary Classification: An unsupervised classification is performed using Imagine software on the previously prepared photo mosaic. The classification program groups the pixels into 50 different classes and 10 iterations based upon a range of colors. These classes are then determined to be either land or water- consultation with the original aerial photography may be neccesary if a classification is in question. The finished classification is recoded into the two classes; occasionally a third class, mudflat, can be utilized.

Process_Description:
Accuracy Assessment: An accuracy assesment is run on the recoded imagine (.img) file. The computer randomly selects 100 pixels and asks the administrator to reclassify each one. A percent closeness (case statistic) number will be generated. This will determine if the image values need to be recalculated.

Entity_and_Attribute_Overview:
Each pixel within the project boundary is assigned a classification (50 classes, 10 iterations) based on the pixel's color. An unsupervised classification has a preset range of colors to determine class. The 50 classes are then grouped into two classes. land and water.
