The Louisiana State Legislature created Coastal Wetlands Planning, Protection, and Restoration Act (CWPPRA) in order to conserve, restore, create and enhance Louisiana's coastal wetlands. The restoration plans developed persuant to these acts specifically require an evaluation of the effectiveness of each coastal wetlands restoration project in achieving long-term solutions to arresting coastal wetlands loss. This data set include mosaicked aerial photographs for the Highway 384 Hydrologic Restoration for 2002. This data is used as a basemap for habitat and land/water analysis. It also serves as a visual tool for project managers to help them identify any obvious problems or land loss within their project boundary.

The intended use of this data set is to provide information to aid efforts in the conservation, restoration, creation and enhancement of Louisiana's coastal wetlands in order to aid in long-term solutions to these and other problems.

The mosaicking process is conducted by a contractor, Science Applications International Corporation using an in-house software. From the original documentation - the mensuration process is performed in two separate processes. The first process is to transfer control points from the DOQQs to the new imagery. The X and Y coordinates are determined from the DOQQ and the Z coordinate is determined from the DEM. A sufficient number of points are transferred (usually 10-20) for perimeter images and some interior images. The second process is to transfer common points between adjacent photographs, both in-line and cross-strip. Typically 9 points willl be transferred between photos. Initial estimates of the ground coordinates of these points will be determined and estimates of the elevation of these points will be determined by the DEMs. Once the control and pass points have been measured, an aerotriangulation is performed using the measurement data and initial estimates of ground point coordinates, aircraft position and orientation. The results of the aerotriangulation are examined, outliers eliminated, additional points added (if necessary) and the AT repeated until a satisfactory result is achieved. The images are then orthorectified and mosaicked using a SAIC developed software suite.
