MODEL OF CULTURAL COMPETENCE
This Model of Cultural Competence, developed by Dr. Terry Cross,
University of Portland, Portland, Oregon, moves in a stairstep
fashion. Cultural destructiveness is the lowest level; advanced
competence the highest.
Advanced competence--Gets
into detail; engages in research about cultural variety and differences.
Basic competence--Accepts,
appreciates, and accommodates cultural differences. Builds things
into the agency or the training that acknowledge and value differences.
Pre-competence--Recognizes
own deficiencies in cultural awareness and the importance of cultural
differences and awareness. Has some type of commitment to correct
those deficiencies.
Cultural blindness--Applies
to those people who say they are "color blind." "We
don't see color."
Cultural incapacity--Applies
to people who are unable to accept and respond to the cultural
diversity that exists in the group.
Cultural destructiveness--Relates
to culture in an anticultural way; has a negative relationship
with other cultures and tries to eliminate them.
