I have been in touch with the Ames Export Administrator's office and have gotten an agreement from an individual named Tony Damian (who works under Raj Shea) that we could instead use the following process to allow repository access: 1. We would provide an access list of Ames personnel to the AEA office (where the list contains both civil servants and contractors). 2. That office would approve the list. 3. Our repository manager would then grant those individuals access. Note, no foreign nationals will have access to the repository. Plus, we would also request a fee-free license for the Ames personal (from JPL IPO) for all software in the repository that is IP protected. I explained this to Grace, and she was ok with it as long as I did several other things. One of these was have both Raj Shea (from the AEA office) and the Ames patent counsel (Raj Padea) sign off on the process and verify that the Ames personnel are 1) U.S. persons, and 2) Bound to confidentiality. My question is how official does this “signing off” need to be. Will an email suffice from both of these individuals saying they approve of the above process? Or do we need some official memo? Also note, the above step is only one item is a long list I need to tackle in order to provide repository access. Grace also mentioned contract/task plans changes, and some other items. But right now, I want to get the above step set up and then I may have questions about other steps. I apologize for diving into to such a complicated situation, but I really need to get some of these items resolved soon. If you have any questions let me know.
