Colonel Raj K. Gupta directs the operations of the Office of the science, technology and strategy to support the research & development responsibilities of the Commander, Walter Reed Army Institute of Research (WRAIR). Colonel Gupta also advises the commander on quality, integrity and responsible conduct of research for the staff consisting of 329 scientists and 533 support personnel with a budget of $160 million. He is responsible for coordinating and facilitating all aspects of the Planning Programming Budget Execution System processes to insure a science program that effectively transition technologies to the US forces using the WRAIR’s core competencies. In addition, Colonel Gupta explores new sources of technical collaboration with international agencies, industry, and academia that might lead to the enhanced performance of mission essential projects and speed life saving products to the warfighter.

Colonel Gupta was born in Barnala, India and graduated from Sardar Patel Vidyalaya (High School), New Delhi, India. Colonel Gupta received his Master of Science degree in Zoology with specialization in entomology from the University of Delhi and a Doctor of Philosophy in entomology from Washington State University, Pullman, Washington.

Before coming to the Headquarters, WRAIR, Colonel Gupta established and led the personal protection program of the Department of Defense. His research has directly resulted in five products being fielded for use by the Soldier. Most notable are the controlled release insect repellent, sunscreen insect repellent combination, camouflage face paint insect repellent, and a new self-supporting bednet.

Dr. Gupta is a Board certified Entomologist with specialties in pesticide development analysis and toxicology and medical/veterinary entomology. Dr. Gupta holds The Surgeon General’s "A" suffix for proficiency in Entomology and is an adjunct associate professor at the Uniformed Services University of the Health Sciences. Dr. Gupta serves on the task area U (Entomology) integrated product team. He is Level III certified as a Systems Planning, Research, Development & Engineering – Science and Technology Manager. He has 2+1 patents, 67 publications, and three book chapters. He is the recipient of the Department of the Army Research and Development Award, the Order of Military Medical Merit and the prestigious Gorgas Medal.
