I agree with the definition of this type of programming as "programming that furthers the positive development of children 16 years of age and under in any respect, including the child's intellectual/cognitive or social/emotional needs." Although there is room for interpretation in this definition and this should more properly be a goal and a clear definition be developed. My two children are now at the top end of the age group being addressed, they are 14 and 17 years old. While trying to involve myself with the things that interest them, I have watched countless hours of programming targeted at them. It is very disturbing to have to take and explain and diffuse issues created by these programs. Sexual innuendo, violence, and socially destructive concepts, an example of which would be the frequent course of action used by TV heroes that "the end justifies the means" fill programs which are broadcast during prime TV watch times. This type of socially destructive influence also carries into commercials. Definitions for this type of programming should be strengthened so that broadcasters cannot define "G.I. Joe," "Teenage Mutant Ninja Turtles," "The Jetsons," and "Full House" as educationally designed programs. I am not advocating that the FCC become the "thought police" or the conscience of the U.S. however, you need to give parents the ability to control the programming, both the program itself and commercials, to which our children are exposed.
