NAOSH 2009

Through the OSHA and APCA Alliance, the organizations will work together to provide the association's members and others in the pipeline construction industry, including small businesses and non-English and limited English speaking employees, with information, guidance, and access to training resources that will help them protect employees' health and safety. The Alliance will particularly address reducing and preventing exposure to equipment operation (e.g. bulldozer, excavator and sideboom), trenching and excavation and hydrostatic testing hazards. The Alliance's goals include:

Training and education:
  • Work with OSHA to provide expertise to develop training and education programs for the pipeline construction industry, including small businesses and non-English and limited English speaking employees regarding equipment operation (e.g. bulldozer, excavator and sideboom), trenching and excavation and hydrostatic testing hazards and to provide expertise in communicating such information in both English and Spanish to employers and employees in the industry.
Outreach and communication:
  • Share information among OSHA personnel and industry safety and health professionals regarding APCA's best practices or effective approaches and publicize results through outreach by APCA and through OSHA- or APCA- developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum including outreach events).
Promoting the national dialogue on workplace safety and health:
  • Convene or participate in forums, round table discussions or stakeholder meetings, for small businesses and non-English and limited English speaking employees and equipment operation (e.g. bulldozer, excavator and sideboom), trenching and excavation and hydrostatic testing hazards, to help forge innovative solutions in the workplace.

  • May 3-9, 2009: 2009 North American Occupational Safety and Health Week. The American Pipeline Contractors Association (APCA) and a number of other Alliance Program participants are supporting 2009 NAOSH Week, "Safety Means Always Coming Home." Sponsored annually by the American Society of Safety Engineers (ASSE) and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace.
  • October 20-26, 2008: 2008 Drug-Free Work Week. The American Pipeline Contractors Association (APCA) and a number of other Alliance Program participants supported the 2008 Drug-Free Work Week. Sponsored annually by the U.S. Department of Labor’s Working Partners for an Alcohol- and Drug-Free Workplace Program, the Week focused on educating employers, employees and the public about the importance of being drug-free as an essential component of a safe and healthful workplace.
  • May 4-10, 2008: 2008 North American Occupational Safety and Health (NAOSH) Week. The American Pipeline Contractors Association and a number of other Alliance Program participants supported 2008 NAOSH Week, "Safety is Good Business." Sponsored annually by American Society of Safety Engineers and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace.
  • March 27, 2008: APCA Safety Committee Meeting, Holiday Inn, Houston, TX.
    • Rob Swick, Program Analyst, Office of Outreach Services and Alliances, Directorate of Cooperative and State Programs, USDOL-OSHA; and Robert Ibarra, then-Safety and Occupational Health Specialist, Office of Construction Services, Directorate of Construction, USDOL-OSHA; gave a presentation "OSHA's Cooperative Programs, Construction Issues and Alliance Program Update" to pipeline construction safety and health professionals and executives.
  • March 7-11, 2007: APCA Annual Convention, Ft. Lauderdale, Florida.
    • March 9, 2007: C. Bryan Little, then-Deputy Assistant Secretary, USDOL-OSHA, updated 90 attendees about the OSHA Alliance Program and the goals of the OSHA/APCA Alliance.
