JPO Oversight of Trans-Alaska Pipeline System (TAPS) – Compliance Monitoring/Surveillances:

Exercises –

                Staff observed a “source control” exercise using the hydraulic clamp as well as the source control training held in preparation of the exercise.  The clamp resulted from recommendations for improvement after the Milepost 400 bullet hole incident in 2001.  A portable pipeline was set up to a small bladder farm to demonstrate the ability to control the evacuation of crude oil from the line.  Supporting equipment included fire foam skids and appropriate personal protection.           

                Staff also observed a live fire session at the Fairbanks International Airport.

Mainline pump motor testing for SR –

                Staff from the JPO observed the factory testing of the new variable speed 6500 HP motors which will drive the pipeline pumps at Pump Stations 1, 3, 4, and 9.  These pumps and motors will move the oil through the pipeline after the strategic reconfiguration; they will replace the existing turbine driven pumps.

                The motors were tested to insure safe operation in the new pump buildings which could contain farmable gases or vapors during abnormal or upset conditions.  The motors passed the tests with substantial margin; there were no outstanding issues from these tests.

                The motor will now be completed and shipped to the pump manufacturer in Oregon for testing with the mainline pumps.

               The Joint Pipeline Office is a consortium of six State and six Federal agencies with oversight responsibilities for the Trans-Alaska Pipeline System and other oil and gas pipelines in Alaska.  The JPO came into existence in 1990 and stemmed from a cooperative effort by the Bureau of Land Management and the Alaska Department of Natural Resources.
