Topic: State Disarmament

Guided by the powers and limits of the Charter of the United Nations,
Reaffirming the rights of the Security Council under articles 11 and 12, and those in Chapter VII, of the Charter of the United Nations,
Emphasizing the link between Security Council reform and the process of state disarmament, such as encompassing underrepresented regions,
Noting that the United Nations cannot effectively take steps to disarm a state that poses an international threat without a specific set of guidelines to follow,
Recognizing that the current definition of an international threat is too ambiguous for the United Nations to take effective measures towards achieving global peace and security,
Further noting that the less developed nations undertake a disproportionate amount of the burden for international disarmament procedures,
Observing that unilateral labeling i the past of international t threats has led to consequences detrimental to international security,
Affirming the sacred right of national sovereignty though recognizing the limits of sovereignty when actions are pursued against international peace and security,
Further recognizing that negative incentives such as economic sanctions are detrimental to a peaceful and substantive progress towards disarmament,
Realizing that development of nuclear energy can be for peaceful purposes and essential to the welfare of a state,
Recognizing that rebuilding the national institutions of a recently disarmed state necessarily involves a significant and long-term commitment of funds and aid
Encourages the extension of the Organization for the Prohibition of Chemical Weapons (OPCW) to include the regulation and monitoring of biological weapons, and other forms of weaponry not cu currently researched or developed but relevant to its mission to be funded by member states contribution of financial resources;
Further encourages the extension of the International Atomic Energy Agency (IAEA) to include financial and professional aid programs to help nations in the disarmament process to be funded by member states contribution of financial resources;
Calls upon the United Nations Department of Political Affairs to monitor the global weapons landscape and report threatening nations to the disarmament and International Security committee
Calls upon DISEC to offer incentives and engage in dialouges towards signing international non-proliferations and disarmament treaties, and agree to substance therein, for states that are not signatories of such treaties;
Endorses that DISEC will consider a nation an international threat with a 2/3 vote of the DISEC, to be taken after a nation:
Violates any Security Council resolution concerning disarmament,
Violates any treaty that the state is a part to that specifically addresses international peace and security
Develops nuclear energy without opening its border to the monitoring of the International Atomic Energy Agency (IAEA)
Refuses to submit to random IAEA inspections
Is referred to the DISEC by the IAEA for violation of nuclear development for strictly peaceful purposes
Aids other nations in obtaining WMDs
Takes part in WMD trafficking activities
Researches the development of WMDS
Is referred to the DISEC by regional organizations such at the European Union or ASEAN for threatening international stability
Calls for the formation of a planning an oversight committee for the reconstruction process that will encourage member states to contribute aid and foster economic development through trade and capital utilization for the purposes of rebuilding the critical economic infrastructure within the country being disarmed, with responsibilities to include:
Encouraging member states to contribute peaceful technological and monetary aid for the explicit purpose of reestablishing and stabilizing economic welfare.
Planning logistical methods for the optimal success of the reconstruction process
Making recommendations to the Security Council for the purpose of facilitating a safe environment for the re constructive process.
