A DESCRIPTION OF THE REQUEST :
There is a need to document the "file.encoding" system property. It isn't
listed in the document for JDK 1.4.1 although its existance is fairly well
known and is taken for granted as being standard.

JUSTIFICATION :
Official documentation will solidify the standardization of this property.

Evaluation
This has been requested in the past as part of bugs 4173211 and 4321958.  In
both cases, we determined that documentation of this system property was
inappropriate.

The fact of the matter is that we *need* a standard way to
retreive the platform default encoding. If not for this
property, how would we retrieve it?
