1. Imports emptystyle.css via @import. The file has no contents.
2. Imports nextstyle.css via @import, to make <em> green. It works, but will not appear in the Style Editor.
3. <link> is also affected. Empty style elements and data-urls ("data:text/css,") are loaded correctly.
